Security arrangements for the Jewish community in focus

Deakin University associate professor Dr Josh Roose has told the Royal Commission on Antisemitism and Social Cohesion that terrorists select their targets based on a combination of symbolic messaging and pragmatic capability, drawing on research that examined 100 individuals involved in plots and attacks across Australia over two decades.
Roose, who holds a PhD in political science and a law degree, appeared before Commissioner Virginia Bell on July 22. He is a consultant for the United Nations Office of Counterterrorism and in February joined The Dor Foundation on secondment from Deakin to serve as director of research and policy to support work on antisemitism following the Bondi Beach terror attack.
His testimony centred on a target selection report he co-authored with University College London’s Professor Paul Gill, commissioned by the Victorian Government Department of Justice and Community Safety in early 2024 and delivered in November 2025.
