The National Framework to Combat Antisemitism
Antisemitism is a complex, evolving and multifaceted threat. It simmers beneath the surface before seeping into society and spreading through our institutions. There is no single arena in which the conspiracy can be isolated or eliminated.
Understanding where antisemitism presents and where intervention is needed enables a more strategic and coordinated response. Inspired by national approaches used to address other forms of social harm, this framework breaks the challenge into three interconnected components: domains (where antisemitism presents), tactics (how it can be countered), and critical enablers (what is needed to succeed).
Data and insights sit at the centre of the framework, helping turn evidence into action.
The framework is designed to support governments, institutions, organisations and communities to identify where they can contribute, apply the most effective interventions, and measure progress collectively.
